Indonesian geographical positions caused our country is very closely related to the issue of disaster. Floods, landslides, volcanoes, and tsunamis are disasters that are very much occurred in our country. The impact is so massive, such as material loss or even human’s death. Therefore, we need a specific study about a disaster that can help us to reduce the impact caused by a disaster itself.
Humanitarian OpenStreetMap Team (HOT) Indonesia in collaboration with Church World Service (CWS) Indonesia conduct a training activity in order to make a “Disaster Risk Assessment in the District of North Toraja, South Sulawesi”. This training is a continuation of the training program OpenStreetMap (OSM), which has been done before. The purpose of this training series is to provide an understanding of disaster response through science-based studies using mapping software QGIS and InaSAFE.
The training was held on 5-7 December 2016, starting at 09.30 am until 17.00 pm in the seminar room of Hotel Hiltra Toraja, Rantepao, North Toraja. Participants of this training consist of several people who have had attended the first training activity before, although some of them are new participants from this second phase. All participants came from various institutions, agencies, and NGO’s, such as BPS, BPBD, Mining and Energy Agency, the Forest Service, and others.
Training phase two more focused on how to make a disaster risk assessment by considering three main aspects: vulnerability, capacity, and hazard. These three main aspects were made by calculating weight and scoring of each parameter that is composing the disaster risk. After that, participants were taught how to make a risk map using QGIS and also InaSAFE to calculate the exposure of data from a disaster. Materials provided on this training activity includes :
- Introduction of disaster risk assessment
- Parameter identification for all three main aspects of disaster
- Scoring and weighting for all three constituent aspects of disaster
- Introduction of Geographic Information System (GIS) in disaster management
- Introduction of QGIS and InaSAFE
- Learn how to operate basic QGIS and InaSAFE to calculate the impact of disasters
- Risk Valuation
- Making a disaster risk map
- Making a map layout
Overall, the training can be done well. At the end of the activity, the participants have been able to determine the parameters required and also able to calculate a score and weighting. Participants have also been able to create a map layout using Map Composer features in QGIS. Hopefully, this training can increase the ability of local governments to be more responsive and prepared when the disaster comes.
