Integrating “Geo Data Collect (GDC)” and “GIS Cloud” Platform for Disaster Report

Reporting disaster event is important in disaster management. By reporting disaster event just after disaster happened can provide good and detailed information for local government to give immediate response to save live and to avoid the greater impact to the environment. Reporting disaster event is also useful to recapitulate disaster event and to further understand the pattern of disaster. For long time, an effective and efficient reporting system have become a challenge to disaster management agencies, mainly in regional or provincial level. Kantor Penanggulangan Bencana dan Kebakaran (KPBK) Kota Administrasi Jakarta Barat, in cooperation with BPBD Provinsi DKI Jakarta, Wahana Visi Indonesia (WVI) and the Humanitarian OpenStreetMap Team (HOT) Indonesia developed a disaster reporting system under  “Kaji Cepat Bencana DKI Jakarta” project.

This project uses  Geo Data Collect (GDC) and GIS Cloud platform. GDC is an Android-based application that was developed by HOT Indonesia to collect data from the field (it support text, photographs, or lattitde and longitude); while GIS Cloud is a web-based mapping platform to store and publish our spatial data.

How Does It Work?

First, volunteer as the surveyor must download GDC (currently only available on playstore). Then, once a disaster occur, volunteer in sub-district level come to the location and report the current status of the disaster using GDC. Currently, GDC support disaster report for flood, fire, fallen trees and social conflict. In addition to the location and type of disaster, volunteer also have to inform their identities, causes of disaster, and the responses given from other institutions. Volunteer are also able to report the location and current status of shelter/IDP camp, complete with the detail of the victims and help/aid needed in a specific shelter/IDP camp. The report submitted by volunteers will be stored in server, since the online form is stored in server.

Unfortunately, the data are only available for specific people who log in into the system. To make those data open for public, the data must be published using a web mapping platform. GIS Cloud play an important role to solve this gap.  The data stored in downloaded in CSV format, converted into SHP format in QGIS, and finally upload the SHP into GIS Cloud. The map published by GIS cloud then embedded in  KPBK Jakarta Barat website. The map can be accessed publicly, complete with the attribute data.

By integrating GDC and GIS Cloud, disaster reporting become faster and more precise. Fast and precise disaster response and decision making can translate into having more people being saved. People also have access to know what, when, and where disaster events occur around them, thus people can improve their awareness. The figure below shows us how this system works.
